The resplenishment debuff is the worst though. This one specifically can turn newly conquered regions into dead zones for quite some time, and this can really suck in the early campaign when you only have 1 army. If you are surrounded by enemies and conquer a disputed region too quickly with perhaps a bit of looting to mitigate cash problems, you often end up stranded and resplenishment-deprived, having to retreat your army to recover in an already established province and praying that the enemy doesnt invade next turn.
On the other hand a solution I've found throughout my Skaven campaigns in re-estrablishing good PO is to turn off income from newly-conquered settlements for a while which helps a bit. But this still slows down the early game excessively.
I've read the updates and have seen that changes have been made. but I would further suggest to move the resplenishment debuff to -75 PO, as this would solve the deadzone problem. The recruit-time penalty should stay as it is though, to still give an incentive to player to care about PO and do something about it.
