nope, valve dependent. they 100% are not doing that because that want money from case keys.

Ref is worth $0.04 (4 cents, meaning that 12 ref will be $0.48). average Case key price is around $2.40 (marketplace and mann co store). that is a huge net loss for valve if they make it so a war paint is Craftable when they can just throw it into a case.

you need 50 of the same weapon to craft their respective war paint version
that would be cool but we live in tf2 gamble land so you have to gamble for it instead
or buy it instead of crafting it, even though the crafting system is right there
