I tried to replicate this issue but I couldn't, you might have set a bit too low particle cap in the game's settings, I tested it with the cap of 600 on a rather big submarine and it worked fine. You could also try using Performance Fix to loosen some unnecessary particles from the game to free up space for new ones to be created if the cap is reached, as the bug you are experiencing is only related to particle effects it seems.
