I have very little to use when it's very clear those aren't the only blocks I'm able to use??

I have verified integrity of files
I have also unsubscribed and resubscribed to this mod
& I have restarted the map AND game multiple times

I have no clue how to fix, and apparently the game thinks I don't have this mod installed?
I click on a save using this mod and it says i need to be subbed to this and "background tools", which I subscribed to both. (and yes both are activated as well)

please help :(
