It doesn't let you craft it when it is useless, as you got no mods that use modded craftbot recipes or are using only those with native Crashlander support

I'm still playing through the mod so I was unsure if that was intentional. I presume I unlock a craftbot later on?

Yes, you unlock the bloop somewhere later but I forget where.
