Alrighty, the trick to rearm the SEALs is strictly manual, the same as it has been since the OFP times; make the guy approach the crates and order him to open his inventory and then you need to pick the items manually one by one - no magical workaround unfortunately, the order "arm yourself" did not yield desireable results for me - or (sometimes a guy refuses to look into the crates) hit "U" button, switch to a picked operator and then move on to rearm him manually. Tedious as it is works 100 % times and their loads are fully customized that way. I even managed to arm a local guy whom we arrested before and turned him into a collaborator. I take him on missions as guide, enterpreteur and pathfinder and don't care a thing about him - if he dies, well, that's his struggle, ain't that? Was he with the resistance, now he's with us - works both ways, war's the same so screw him.

You (Lt. Bates) and your troops accumulate "fatigue" if they don't "rest." You can order them to rest, which will make them unavailable until next gametime day. I don't know what they do if they become too "fatigued."

Yes, you have to switch characters and rearm your troops one by one. And it's a good idea to do so, because they are very poorly equipped at the start.
