This isn't the first nor last time Valve's done this. For example, during the Invasion update, there was supposed to be an SMG with the Shooting Star and those sniper-only cosmetics, but it was the only part of the set not added in. They probably just didn't want to fill this case with a bunch of sniper items (which tbh I think it already kinda is) so they picked the best of this.

This is what I think, Valve don't care if it's a item set or not, they accept the most popular bote up items. Which means people vote each items individualy, if everybody vote for the whole set at once, then valve would probably accept all.

I hate Valve for what they did, it would be cool if a whole set could have been chosen instead of a part or two. Or even if they could chose a lot of sets, weapons and maps so they could make an update like mayann, frontline, other projects or something like that. Valve would make updates faster, and more people would play the game. Anyway that's my opinion, I may be wrong.
