modify turn off notifications
could this be "in game" optional in the notifications main menu in stead of a pregame game rule option?

What "notifications main menu" do you have in mind, I am not aware of any way to modify the message settings in CK3?

BTW, game rules can be modified also mid-game by editing the save file, see this thread for how to do it.

In the latest version (0.3.4) I also added support for changing the game rules mid-game with the Gamerule Gadget mod. Unfortunately the GG mod is still not updated to 1.11.*, but it will be updated soon I hope (all the other "mostly mechanical mods" are already updated).

Oh yes if GG will allow it to be edited during game then thats fine.
