Would definetly be possible.
An option to disable it would also be great just to prevent people from messing with time.

Unfortunately the sun and sky modifications would only work in maps that have been adapted to use the new custom sky shaders. It wouldn't work with normal skyboxes. I think that such a feature would get annoying fast in multiplayer to anyone not in the tardis and I'm not a fan of single-player only features. If you guys can think of a way to solve these problems then I'll reconsider, but it's a no for now - sorry.
