Flak Jackets are used more often for Explosive protection, not bullets. Anyway, Scout's whole point of gameplay is speed, your idea would just ♥♥♥♥ it up. This is why we have Heavy. And Tf2 is not Call of Duty, this is just a cosmetic for funs and looks, if you didn't already know this then I don't know......

Well, one, it's a misc, so it wouldn't have stats, two, it would be awful to be slowed down 50% as scout.
