That's just... absurd.
Sharks are actually a lot scarier underwater than they are on land, dont see why it would do damage underwater... Something like this would make more sense to me:

+25% Firing speed under water
+20% movement speed underwater (only when equipped)
+20% projectile speed underwater
Cons:
mini crits when it would normally crit
-20% movement speed on land
Pros:
Unlimited breathing underwater
4 HP regainrate per sec in water
As fast in water as in land

-50% Ammo
-50% Ammo in weapon
