pretty sure you just don't like it's not a feature at least not yet, that's not cool or fun anyway why would u want to limit the Kaiser to a parliament or a... DEMOCRACY.... im about to vomit... u mine as well just be a democracy at that point like what happened to Britain

The IRL German Empire was a constitutional monarchy though, and the only way I could see it becoming less democratic from a restoration would be sheer hatred of the western Allies turning Germany back into an 'army with a state' in preparation for another confrontation with their enemies.
