Corrupted .SGA
The included archive, DinoDawnData.sga, is not actually functional. This is because it contains files (gmax models and related files, as well as a .DOCX text document) that ModPackager is not capable of unpacking for some reason. This is also why the Dino Dawn stock animals are not available in the compilation mod "Creature All-stars".

Since you've also included the raw files in DinoDawn\data, the mod still works. It's just the .SGA that is broken, and thus cannot be used as a dependency for other projects. I've confirmed repackaging DinoDawnData.sga without the problematic files solves the issue.

Specifically, this means removing the "gmax stock" directory and the file "fan fiction.docx" from the archive. They can remain in the data folder.

Removed the problematic files from the .sga archive, but it did not seem to do the trick. Maybe there is a specific step at building the archive that I am simply doing wrong (naming the archive wrong or picking a root folder not he way it should be done etc...)?

Hmm. The root folder can be anywhere as long as the mod data is placed directly inside it. So, the structure should look like <root-folder>/art (and so on) rather than, for instance, <root-folder>/data/art. Also make sure you're building it via Create Archive rather than "Total Conversion Pack" or any of the other options. I also set the alias to data, but I'm unsure if this is needed. You might try it though.

Ok, seems like it worked, looks like I actually had to type in "data" for "Alias(Data)" window...
Will try to keep the ".sga" clean - so it only contains creature information going forward.
