I tried to reproduce this issue, install Bundle of Peglin to check the dumb bell or Abacus, but the onShuffle effect was activated normally.

Could you tell me the detailed situation or how to reproduce it?

(I don't think so because it's very difficult, but if all cards are given "Buried", it is normal for the shuffle effect to not activate because there is no card to pull out.)

Alright, now that I've had time to test it seems the issue is with the reliquary mod. Even with just peglin, reliquary and this installed, relics like dumb bell don't trigger at all.

As you said, the issue was a conflict with the reliquary mod. It has been modified in a way that does not cause a conflict. Now the onShuffle relic will work.

And as Airis MOD ,some keyword bugs also happen on Hifumi ,the capped B cannot be recoginized as keywords in SimpChinese.

I've finish all work and there's only one issue left:
the value !bluearchive_hifumi:M! can't be recognized correctly,and It wont work if I change the M into lowercase.

우선 테스트해봤는데 동일한 현상은 발생하지않고있네요.

모드 충돌문제인지, 아니면 다른 원인이 있는건지 좀 더 살펴보겠습니다.
