Can you explain in more detail what the problem is? Which pawns is it working for? By "not working at all for others", do you mean it appears but does nothing, or doesn't appear? Does the regular Draft icon appear? Can they be drafted normally?

There's a lot of possibilities for what's going on here, and I would like to get to the bottom of it.

i think it was fixed by something, either recent update or it was my mod conflict, but it was like this:

for one pawn it was working perfectly and for others, it just drafted them without trying to equip armor. Everyone had same apparel rules and same genes (standart ones)

It might have been caused by 1.5? Especially since your issue seems to have been resolved now.
