To use it as a skin: Download it from the link, go to your Local Disk, Program Files (86), Steam, SteamApps, common, Team Fortress 2, tf, custom. If you don't have a 'custom' folder just create one, to make one, just get skills, watch youtube tutorials, and in a few years or months, you'll be a pro!
