- For the outer Jurchens, Xibe should start off as a Khorchin vassal state at the start while Nanai and Orochoni should start off Shamanist instead of Tengri, as well as being tribal federations. If you guys want you can go a step further and have all the Jurchens start off as Shamanist but when Manchu is formed an event has the option to flip them to Tengri+horde.
- Like the special Kotans government you selected for Ainu, what I would have done here is to put a parliament system (ie. kotans = seats, parliament = carangke). I get why you did not do this as the parliament debates names do not fit well for the Ainu, but just an idea. (In my mod I made custom debates specifically for Siberians)
- In Sakhalin there was a big settlement in the west coast of the island (Porokatan in Ainu, Plyvo in Nivkh) that would make for an interesting central province. It could realistically be owned by either side though I would probably have it be owned by Nivkhs with an Ainu core to represent the multicultural nature of the settlement. In my mod I gave Sakhalin 4 provinces (2 Nivkh 2 Ainu) but I understand if that is too much for your map.
- Speaking of Nivkh they should definetly get an idea set. I made one for my mod complete with localization but that may be too long to send here, just search for me on the paradox forums I gave national idea sets to every nation there in vanilla.
- Okhotsk should be a trade center it was the largest Russian port on the Pacific before Russia took Outer Manchuria.
- Have you guys thought of splitting Ainu, Chukchi, Koryak and Itelmen into their subtribes, and having them be formables? Might be too much tags there but it could be interesting (esp because chukchi/koryak/itelmen would become federation formables in that case)
