Seems like you cannot improve standard equipment, as in if i click to improve any stat on guns, arty or whatever nothing happens

Also for Planes Anti Tank Cannon 1 is under CAS Weapons while Anti Tank Cannons 2 and 3 are under AT Weapons. I don't know if this is intentional

It is intentional to forbid modules between each other. Thanks for reporting all this.

Level 3 cruiser armour decreases a speed by 75%. I think you meant for 7.5%

Not sure if this is simply a limitation of using tank designer for mech/armored car or not, but it seems that mech/armored cars will only use tank tank companies for bonuses, rather than equipment companies.

Code limitation, don't know how to avoid/fix it. But it is quite handy and you can focus material designer on arty/inf.

Use English or Russian localisation

I am getting a consistent crash using the following mods: Easybuff/Kaiserreich, 10 Dockyards for capital ships, Core with Compliance++, Expanded Designers Combined, KX, Linear XP Gain, Modifier GUI Reupload, Smooth Borders Plus, and Upgradeable Transport Planes (gonna remove this one, your mod overwrites it). Never encountered it before, are any of these explicitly incompat to your knowledge?

I will try to upload the error log as a google doc link.

Bruda, you are trying to run mods modifying the same files multiple time. Remove linear xp gain, upgradeables 100%, it is already in. I don't know wtf is modifier gui re-upload and easy-buff, also KX has some problems with mine mod.
I would honestly recommend to play without EDC cause to many conflicting files.
