It's not linked to any puzzle and can be done at any time.
Im so so sorry it stopped you in your playthrough. I'll try my best to recreate the issue.
Just to be sure, spoiler ahead):
- When the bottle were placed in the correct order, did the front pannel open to let you access the buttons?
- Was the issue with the button to hit the right button/notes? (super spoiler : 2254212)

So Im gonna try exploring it...
(the face you have to reconstruct is carved on the top of the bookshelf. Top of zombie pirate, Mouth of the monkey... and look at Montserrat).
So just to be sure, do you know what face/city you did made to find 1649?
Hope it didn't ruin the playthrough though. I might do some touch up.
I really have to look into that cause I didn't manage to replicate.
did you get the "Bottle Music Puzzle completed!" message and sound after inputting the sequence?
Yes the panel opened and we used the code you mentioned. We did remove the bottles a few times after we already had them in the right order and put them back on, maybe that has something to do with it? We also pressed on the music keys a lot before we got the right combination. Those are my guesses as to replicating it.
