It was a hard-coded skill, bound to characters, removed in the new version.
But you can try adding
.\Make IMP Great Again\Code\IMP_P.lua

Unfortunately, I can't code. I work with people not computers ;)

It's a pity that this perk causes problems, because it's the most useful perk for me and I wanted to play the campaign without Liverare in the squad.
