Items in survStartWeapons can still conflict with starting weapons and I'm considering how to manage this issue, whether to not grant conflicting items, override the starting weapons, or keep it as it is which means having both with the added weapons spawning on the survivor's feet.
Yes, there is a setting to let everyone use it. (false by default)
If you mean the survivor order that chooses who to spawn, I'll look into adding a !survorder command sometime.
And 18 is the total amount of survivors and all types of special infected combined - you can't have 4 survivors and 18 special infected, it goes over the 18 limit.
Already considered, but I'm not familiar with changing director options to control infected so will likely take a while.
