Go to this modfolder in steamapps/workshop/content/[gamenumber]/[modnumber] (search around to find them, or "search" Fellbalde and open folder location). Once you are in the modfolder->data->world->upgrades->spacemarines->the XML files.
Open XML files of your choice; change upgrade position of "10" to something like "5". For comparison, 10 is research tier that has crap like additional hurricane bolters, and 1 is research tier that has crap like frag nades.
Go to this modfolder in steamapps/workshop/content/[gamenumber]/[modnumber] (search around to find them, or "search" Fellbalde and open folder location). Once you are in the modfolder->data->world, there are XML files you can go into and fiddle around to change stats individually. Shouldn't be rocket science.
