Ah. That one if I remember correctly requires you to have at least 15 guys, specifically *all* of the Rohan army, and one of them of a specific rank he mentions. It's possible for him to give you the mission and then get in a battle and get the guy of that rank he gives you killed, making you unable to complete it unless you promote another guy to that rank.

But once you are close enough to the Uruk Hai camp, you talk to the NPC from the screen where you can talk to/look at your troops stats, and while you have that mission, an extra option will appear to "send out the scouting party" if you have the correct number of troops and are close enough to the place you were asked to scout.

You might want to leave behind your higher ranking guys of Rohan because the scout troop is permanently gone after the mission, so you'd rather it be a bunch of trash Rohan troops and the one guy of the required rank.
