Rank and influence rewards scale with charisma, so if your character has very little charisma, they may not receive any influence from low tier quests.

Well dang, I was wondering why I was racking up so much rank/influence late-game. This incentivizes me to pump CHA earlier. I'm sure it's also the impact of fighting and winning larger battles.

So I upped my Charisma to 8 as a lvl 1 dwarf and I never get any influence from message quests. Is this a bug, because I remember always getting influence from these quests?

8 Charisma is still very very low, it's not a bug.
But I might consider adding a guaranteed influence point for low tier quests in the next update.
