It works on any province regardless of the owner, it's an all life consuming bloating mutant in the idea (and to balance a bit for the great regeneration passive)
It may also be used to gain more easily the ancillary that can be received in low growth region too
Rusty withering :
-20 Armour for enemies when engaged in battle (enemies forces in region)
that's a way too OP, even a -7 is good enough imo
It helps early on since most end game units have AP damages (great unclean ones, toad dragons, plague ogres, drones, rot knights)
So basically i gave it to make the non ap units useful longer, or even build an army around them (forsaken, chaos spawn, chaos knights, plaguebearers)
Also exalted heroes of nurgle can have an effect which reduce armour by 10 too (and it's even provincewide !)
And there's also a plague for reducing armour too, if you play a high level ku'gath you can have at anytime a blessed symptoms which reduce armour by 30
For instance, even without this mod, as Ku'gath, place 3 exalted heroes of nurgle in a province then send a plague cultist spreading a -30 plague on a big army, stripping them -60 armour away with little to no efforts.
Is Rusty Withering trait still OP ?
PS : This trait also gives a reason to keep the lord human instead of ascending him to daemonhood
