I just checked UURB's compatibility with RFD, and it seems to work fine! After looking a bit more into RFD, it seems like they changed some of the base game resources in Formations_Figures.rpk -> Formations, in order to adjust how many units are in the formation. That might be a good place to start!
I think the reason why RFD and UURB are compatible is that those formation resources are already linked to corresponding units, and thus RFD didn't need to change the units in any way, for the formation changes to show up!
Another thing is that I habe an issue even with mod publishing which for some reason does not work.
As for mod dependency, you can take a look at the mod Modder's Lib to see how it can be done in AoW4. But I agree that it's more complicated than it needs to be at the moment.
Not sure if this is the issue you're encountering, but the "Publish" option in the Package Manager only generates / updates the metadata files necessary for a mod to function correctly. In order to publish your mod to the Steam Workshop (or PDX), you'll have go to the "All installed mods" menu of the game's launcher, click "Upload Mod", select your mod, then fill out the necessary information while keeping the id blank.
As far as I can tell, Culture Based Tome Units does not edit the resources that UURB will want to edit, so they should not conflict with one another!

Ascension is unfortunately not compatible with UURB, as it edits many of the same unit resources. A compatibility mod could be made in the future, but is not planned on my end at the moment.
