Sounds like mod incompatibility. I just tested this mod on a new game at 1.3.2 and the upcoming 1.4.0 - and everything works.

If you have mods that add new weapons, upgrade components, or change game mechanics such as accuracy, crit chance, damage, etc., then there's no guarantee the mod will display the correct Chance to Hit.
