Is it fixed when you go and make a new holding colony with another dwarf? That makes him your tributary? Because yesterday i tried and it didnt do nothing. Only built the buildings but still was wilderness and not colonised by the dwarf that i assigned so i had to switch back to the normal LotR without the Beta and turned my game back to 1.2.5 because there it works.
