You can marry Arwen only as Aragorn, and only if you become the High King of Gondor.
Before Aragorn becomes the High King, both he and Arwen can't marry anyone, and after that, they both have to live, and Arwen can marry only Aragorn. Aragorn has some choices, and I think that only after he marry someone else can Arwen marry someone else too? On that part I'm not clear.

The malus wasnt stating exactly what was blocking the thing to happen, maybe i have to teweak a game rule specifically to make it possible to happen ? But Argagorn had already passed on, arwen didnt die of sadness, and even after using a cheat menu to take off the widowed and cant marry trait, the malus was still there. And without any precision as to why a -5000, that value seems to be precisely and purposefully done to make it impossible no matter what.

Isn't there also malus on elf and human marriage? I think it is impossible. Maybe try to change that, although it can "break" the game - all elves could marry anyone else i think. But I am just hypothesizing

Its resolved, its due to a game rule. I was able to marry her without the -5000, i had to uncheck the rule that said the npcs would act as in lore without deviations.
And i have never played as human when i tried to seduce and romance her btw.

Is there any "Line of events" to make Aragorn marry Arwen? Something like text "This -> then this -> then choose 2..."
