You can not craft bows but you can find them - Look for the modern compound bows added by Arsenal Gunfighter. Crossbows as well. You can craft ammo for these with Ammo Maker, just make sure to tick on the AGF conversion in the sandbox settings.

The primitive bows have been removed. Add the "Bow and Arrow" mod if you want those.
