edit: Those maps I specified are a special case of multiple maps actually changing overlapping cells, if they aren't in proper load order then noticably, the road between Bedford Falls and Fort Knox (bottom right of the map) will be broken. Pretty much all other location mods have been chosen because they do not touch the same cells as each other, they simply overwrite vanilla

You're best off asking one of the nice people who tested the list in MP as I know precious little about servers. The map order shouldn't matter as much as the actual mod load order, which is handled by the preset file (and can also be used for servers). Easy way to check is to load in with the whole world map known on start and see if it looks like the complete map I posted in the description.
