Leave from the entrance to the pump room and look for a ladder to a breakable vent on the right. I can't remember where the vent takes you but get out of it and go to level 2. You can find a locked blast door and a room beside with an elevator, the elevator takes you into a control room where you will now be able to turn on the coolant. I think you will also need to open the blast shield behind the glass but can't do that yet, so go get the OmniCutter because you will need it for the next part.
After you bring the OmniCutter to the blast door, open the shield. You will now be able to open the blast door downstairs. You need the OmniCutter to get into the room (you can tell this by the white X on the collapsed beam), then when you are in, avoid the fire and blue beams, there are 3 locations you will need to travel in about a Z across the middle bridges to repair with the OmniCutter. After all this I think you should be good.
