Valor - Why is it t2 and t3 and not t1 - t3? It is a very early tome.
Victory - Moment of Glory seems very much too strong and is, I would argue, better than Exalted Chamption from the t5 tome. I'd recommend removing the heal since Against the Odds will be healing them. I believe a unit can only be steadfast once per battle (game mechanic), so steadfast-spam isn't a thing to worry about.
Intimidating Strike is just better than Cause Despair, especially if you add the Order Matrixes. Now, I know this was made before the matrixes, but is was also better prior to. Is much better than Warcry in the same tome. It does the -15 morale, albeit overtime, it does a morale boost, as well as damage. That's a LOT of stuff for just a spell in a T1 tome.
Heroic Sages doing +4 damage and +2 defense which is going to be super easy to do because you are playing Order and/or Chaos if you’re picking this tome puts it above the power curve of other damage boosters because other ones, you have to inflict the necessary debuffs for +20%, and you’re giving them a +2 which is comparable and a +1 defense to get +20 morale. I would simply remove the +1/+2 defense and keep the damage boost.
As for Victory, Furious Ignition is very much wild to be 2-hex radius. It’s easily much stronger than anything that is similar. It does 20 damage to a wide-range of 2-hexes and heals 24 HP (technically heals 16 but its not hard getting them to elite with your tomes). Thats CHUNKY!
