Wild Magic Tome > Class 2 city structure gives +50 knowledge +50 mana, on top of the unit damage bonus. This is incredibly overpowered.

Can I suggest +15/+15 instead?

Edit: similarly nerf down the chain.
Foundation gives +5/+5
Level 1 +10/+10
Level 2 +15/+15

Actually, given that your level 2 overwrites level 1 (I don't see level 1 income in my city), then you should add them together to get +25/+25 for level 2 of course.

Although I'm not sure what's going with your level 1 turns into level 2 building thing.
