Some of these are a little outside the scope of this mod, or might even be impossible like the political lobbying office, but the timeshare vacation spot is just down right evil. I do like the idea of the robotics factory to help players that use robots, i almost never do so its not something that would've come to me lol.
Some of the other ones, like the capos mansion and underground hospital are decent ideas. i think the hospital comes a little too close to the existing science chain but there is some wiggle room with it.
The other thing would be a Civic that requires you to use the Galactic Doorstep origin, which allows you to instead reprogram the Black Crown and turn it into a knock-off L-Gate, here-forth known as the Greater Trade Gate. You can then build a number of Lesser Trade Gates in alien empires by building a new and special Branch Office Buildings (copy the coding from the Shroudwalkers Beacon Wormholes) on their homeworld, which starts the construction of the new Gate at significant cost to you but once completed gives you a boost to Commercial Pact Efficiency as well as allowing both you and the Empire you built the Gate in to use it for travel in exchange for them paying a subscription fee to you. You can also further copy the shroudwalkers Beacon coding and use the Traversal Events to add flavor events, and maybe an additional option for the Enclaves to build one in their systems (Starbase Building) if you have a good enough relationship.

in regards to the Galactic Doorstep idea, i think that is a very interesting idea but is probably well outside the scope of this mod. Largely because that isn't so much "Branch Offices" as it is a whole new and separate trade system exclusive to a single origin.
I wouldn't be opposed to it but i'm not really familiar with the process of making submods or the resources that ACOT adds.

In a purely theoretical sense, probably, considering that is basically just triggering the Raid bombardment stance on a monthly basis via a branch office. However, i do think that would be going a bit too far in the punishing aspect of criminal corps. I can understand the desire to represent something akin to human trafficking considering it is one of the most prolific crimes committed by real organized crime rings but stealing entire pops, and multiple pops at a time at that, seems both unrealistic and crippling to the subjected player. Criminal corps want to siphon strength off their victims like a parasite but not outright kill them, like stealing all their pops would do, because then they can't victimize anyone anymore.
