Why does it have to be only for the pyro?
What if you could equip this on any carachter you wanted? now that would be cool.

Because the Pyro is a pyromaniac. A person with a a compulsion to set things on fire. This is a part of a set matching the description of a pyromaniac. Sets don't often have some parts of them available to some classes, as that would void the meaning of a suit.

Because it takes time to model for each different class to make sure textures don't clip etc, it already takes a long time to make it in the first place.

baby the spy should also use it as well, because you never see him with something one his back, apart from the enemy intel that is.
