Please, can you start a new game session and check if the issue persists? there are a couple of console command called OPTIMALPRIME and INSTANTSKILLS that can be used to research instantly. You can open the console with ctr + alt + c.
If you still have this issue it could be some mod conflict. If this bug is happening because of a conflict It will be helpful if you can share your mod list. Sorry for the inconvenience!
