Hello Brennal, this mod does not modify starbase slots, it adds an extra building for a trading ascension perk. It should work fine with Starbases Expanded, NSC or any other mod that modifies starbases.
In my experience it is more likely that either Plentiful Traditions or Plentiful Perks cause this issue if they haven't fixed that already.
