Has anyone else noticed that a lot of metal shelves/ crates are empty in some areas?

I've noticed it especially in the south Muldraugh mall area initally, but I've seen it in a few other areas across different maps.

Tried uninstalling everything but the map collection, and I'm still having the issue, anyone else had and/or solved this?
