Btw, why does the 50 blessings manager thinks that hiring Mark is a bad idea because he's a maniac? They've already used worse people before like Jacket.

General is their boss and he had ordered just those two old 50B guys to clear the last few Russians from Miami before the White House raid (The reason why Miami basically got nuked you know, there's a workshop level for that). Their schedule is tight and that's basically why the other 50B guy thinks that it is a high risk to take Mark in. They don't want to start masked operations once again. They just want to finish things and do what general had told them to do.
