Same way as shooting (left click or left trigger). If you're wondering how to get to them once picking them up just cycle through your weapons

Some potions aren't throwable. You can tell based on the shape of the potion. You have to hold fire to drink those ones otherwise just tap fire to throw the throwable ones.
