If I not make it wrong I unlocked it in the perk wall unlock on the door side wall. I don't remember which exactly.

thanks - i think you are right if you are talking about unlocking the electrician (which is the last character of the 8 when you unlock from left to right). I was asking about the Tank - I should have been specific - since each person may unlock stuff in different order! :) I found out you unlock the Tank when you upgrade the last Money slot.
