- Monarch skill is now randomized between 1 - 5 instead of 0 - 6 and base monarch points are +5 per month instead of +3. (monarch points are more consistent because the range of skill values you can get is less. The additional base monarch points are meant to provide the player with more monarch point income. This is because the developers have added several new features to the game over the years that all require monarch points but they haven't added many ways in which you can increase your monarch point income to actually use those new features)
- The -2% missionary strength from non-state provinces has been removed.
- Infantry base cost decreased from 10 to 6 and Cavalry cost decreased from 25 to 20. (This means that even if you are a dirt-poor minor, you should still be able to at least field a few infantry without going bankrupt)
- Production efficiency and administrative efficiency are gained every 2-3 levels starting at level 3.
(The total amount of production efficiency gained by the max adm level is about 30% - up from 20% in base game, and the total administrative efficiency gained is about the same. This change basically just increases how much Production efficiency is gained from adm tech and makes administrative efficiency gained from tech gradual instead of giving it all at once at the end of the game)
- +10 Global settler growth gained every 2 levels, starting at level 1. (this means that global settler growth is gained gradually over the game instead of being loaded towards the end of the game)
- There is now a bonus for being ahead of time in military technology - yearly corruption reduction and tactics increase.
