One thing I have always wanted in stellaris is to make the planet classes matter, so dry/wet and hot/cold axis matter somewhat. Maybe hot planets could always have enhanced energy districts, cold ones always get enhanced mining districts, and temperate ones get better food districts.

I am also curious if designations could affect those districts. Maybe the generator world designations could enhance (or shift jobs) for the special districts.

Planet classes already receive bonuses to deposit spawn chance. Dry -> more energy, Wet -> more food, Cold -> more minerals, but I could add an edict that buffs the districts based on designation and planet class

Is it just me or are the Shelters crazy overpowered? at the start they give an extra housing and +5% hab for just 3 extra energy compared to regular city districts.

Well, yes. They are supposed to only appear on 'exotic' planets though so it shouldn't cause any problems

ah this makes more sense, I was running a Hycean Origin species and so the Shelters were letting me boost my hab to full right at the start of the game.

Well that should be the case, I don't know why it appears when you can't build it
