Please report bugs here.

Also remember that wrong mod order can cause many errors. Having your modlist ordered correctly using the RW troubleshooter guide (https://rwom.fandom.com/wiki/Mod_Order_Guide) or maybe rimpy autosort will solve many issues. And if you have a ton of mods, it'll likely be hard to tell how this mod conflicts with the big list.

for some reason, this mod (even just by itself with nothing else but the dependency) causes every faction to only have one base each, leaving the world pretty empty
the same bug also stops the population slider from affecting worldgen at all

I would try unsubscribing the mod and resubscribing.

I can't replicate your issue, and sometimes all a mod issue is, is Steam having done a funky download once.

Please let me know if that fixes your issue. If it doesn't, share a log please. Thanks.
