I actually figured out what mod was causing the problem! Vanilla Expanded Persona Weapons, the one that lets you pick a persona weapon when reaching a certain nobility level is preventing the noble faction from spawning. If you're running the mod, start the game without it and spawn in the noble faction, use vanilla framework expanded if you need to, then once it's spawned initialize the mod on the save. If you're not using Vanilla Expanded Persona Weapons, I don't know if I can help you
