When it gives you the option to pick between single player or multi, click the multiplayer tab, directly under that is the mod tab. Enable custom server helper and persistent empires.
Then you should be good to go

I did all of that, but it just open the normal multiplayer game, with the tabs , Home, Armory, Play, Profile, and in the play tap there is only Custom server list. the normal servers that always been there.
