Currently the mod restricts the Avali Race to their strict factions.

However the mod doesn't allow for one to play Avali on other factions, say if someone wanted to do an system where an Avali is with other species. Or wanted to do a setting of high diversity.
Or even do an from dust and ashes >> Riches and tech play-through.

Allow Avali to appear in new arrival and tribal factions.
