Q&A (And color rarities.)
Q: So, wait, this is paintable?
A: No. This is functionally similar to how Yeti Coated, Macaw Masked, and Leopard Printed use a secondary color-only texture to make the colors appear random. The only difference is my texture resolution scale is tiny, a 2x2 pixel area is selected at most. (For example, macaw masked/leopard printed selects a random 205x205 area, yeti coated selects a random 51x51 area)

Q: Why is the texture so flat?
A: The texture is fairly flat due to how multiply layers interact with it. If it had every distinct brush strokes, it'd not match the paint color used inside of TF2. All of the detail is hidden inside of the specular (shininess) so it looks all scuffed and more like plastic when light touches it.

Q: Can you tweak the paint colors? They're a bit bright.
A: No. This is using the hex codes of the paint in the game directly. They will only be changed if valve changes the shades of paint themselves.

Q: Can you make slate/salmon team colored?
A: No. They are paints that can be used on both team s in-game as is, I'm following valves existing methodology. So if it's not team colored, I'm not team coloring it.

How does one go about coding this, as well as albedo tinting?

Oh hey totenkreuz, long time no see lol

To custom code a war paints requires using an addon that lets you bypass the .sig check on proto_defs using the custom_items_game dll (this requires you to have the -insecure flag set), a parser to convert the existing vpd into json, as well as another parser to then convert that json back into vpd with the modifications applied.
It's a bit of a hoop jumping game, but the few people who do code (Bubba_, Pamp, I) are hoping for an all-in-one package that parses the code back and forth.

Albedo tinting can be enabled per weapon using a "material_override" code call. Though for albedo tinting you can just request valve enable it on the existing template you're using (Saccharine Striped did this)

The Mhanko logo was straight from TF2, the font I found on a free-to-use for commercial use font website, but I can't find the specific one

It would look like a blend between the colors split 50/50 in most cases, it's far too rare to know for sure sadly
