To custom code a war paints requires using an addon that lets you bypass the .sig check on proto_defs using the custom_items_game dll (this requires you to have the -insecure flag set), a parser to convert the existing vpd into json, as well as another parser to then convert that json back into vpd with the modifications applied.
It's a bit of a hoop jumping game, but the few people who do code (Bubba_, Pamp, I) are hoping for an all-in-one package that parses the code back and forth.
Albedo tinting can be enabled per weapon using a "material_override" code call. Though for albedo tinting you can just request valve enable it on the existing template you're using (Saccharine Striped did this)
