I think it was giving +2 instead of +1 Naval Cap by accident, my next patch should fix this. If it still feels like too much, I'll lower it furthur or look into other effects.
Forms 1 Through 1000: -3% Upkeep from Jobs, this can easily become overpowered considering research labs and foundry districts will quite quickly be able to produce with next to no upkeep in CGs and Minerals. Id nerf it to -2%.
2.Hive Mind Empires:
Assisted Cognition can bring you down to under 100 Empire Size extremely quickly,no matter how large your empire is. I would instead change it to giving -1/-2 Empire Size,similarly to the Aptitude Perk that grants -2 Empire per Governor Level(If this is even possible).Along with that id give it -1 Amenities or even remove the - Amenities completely.
I would also change around Subsumed Drones,as it is pretty weak,considering all its debuffs,and the buffs of the other options. I would remove either the +Deviancy or the -Amenities,or reduce them both to +2 Deviancy and -2 or -1 Amenities. If this seems to strong then the Pop Assembly buff could also be reduced to +0.2.
3.Machine Intelligences:
First,id change Up to Code,to provide negative Building and District Upkeep instead of giving Build Speed. This would buff the Policy,which in my opinion is the worst one for MIs right now. The -1 or -2% Building/District Upkeep would make it at least pretty alright,when considering that it will reduce the strategic resource upkeep of important Buildings.
Then,id nerf Overclocked Drones,as it is very strong because of the amount of Pops it saves you. Id lower it to +3 or +4 Amenities,or change it entirely, perhaps to +3 Unity.
Both Drilling Mods and Analysis Modules are not worth it,since because of the Amenities you lose,you have to put more Pops into Maintenance Drone Jobs. If you hadnt picked these Policies,you could instead make half of them work Technician Jobs and the other half Calculators,and youd end up with a lot more research. Same goes for Drilling Mods,if youd put the spare Pops youd have by not picking it into Mining and Forge Jobs.
